These are ideas that I had for my daughter's 9th birthday party, she wanted a garden/flower party.  For the invitations, which I printed from the internet, I took silk flowers, ink pens and florist tape.  Cut most of the stem off of the flower, put it up against the ink pen and use the florist tape from top to bottom around the whole pen.  I then took the invitations, put a hole in the top left corner with a hole punch and ran a pipe cleaner through it and "tied" it into a bow to hold the invitation.  They then get to keep the pen and you have a great party favor for them to keep forever.  For party games, we played "pin the tail on the donkey", but used a flower I cut from poster board. Make the flower without a center (this is the "tail"), then cut the centers out of construction paper and put all the children's names on them so you know who won. Give each child a flower name such as Violet, or Daisy and name tags and a bag of jelly beans. If someone calls someone else by their real name and not their flower name they have to give that person a jelly bean from their own bag. For the cake, make a round cake and a sheet cake, cut the sheet cake for the petals and put them around the round cake, frost the cake and use any kind of chocolate candies for the seeds in the center of the "flower". You could also use Twinkies for the petals. For the drink, 1 pack (.13 oz) unsweetened drink mix (any flavor and a bright color - red, blue, purple) lemon-lime flavored carbonated soda - chilled. Mix the pack of drink mix with 1 1/2 cups water. Pour into an ice cube tray and freeze solid. To serve, pour the soda into clear glasses. Put 1-2 flavored ice cubes into each glass.  As the ice cubes dissolve, the drink will magically change color and flavor.  Note: prepare the ice cubes in several flavors so that different children will have different colored drinks. (do not mix colors within one drink) This was really cute!!  For the plates, (you can make this a craft for the kids to do, less for you) cut petals out of construction paper and glue them around the plate to look like a flower.  You can also cut flowers out and cut a hole in the middle with a hole punch and slide them onto a straw for their drinks. For party favors, use a plastic or terra cotta pot and include a packet of seeds, a small shovel, a small bag with potting soil, some stickers and candy.  You can get some of the plastic card holders from your local florist and put 2 construction paper made flowers in the holder, one with the child's name on it and one for them to write the kind of flower that they will be planting so they can keep track of the flower name. You can use larger flower pots for snacks and eating utensils.  The kids really had fun with this, and it was pretty inexpensive for myself as well.
