For my daughter's third birthday party we sent out invitations that were 4 or 5 scoop ice cream cones when unfolded (purchased at party store). From there we decided to have an ice cream theme.  I purchased an ice cream cake from Baskin and Robbins and they made three small, raised ice cream cones on the cake for decoration.I took brown construction paper, cut it into a large circle (I think) and wrapped it into the shape of a cone and glued it. I filled that with goody stuff like candy and plastic toys.  I put a blown up balloon in the top and it looked like an ice cream cone. A bouquet of these balloon cones in a basket served as the centerpiece and each child got one to take home as a favor.
