Party favor doubles as balloon weight:
I have always been disappointed by goody bags full of party favors that are so inexpensive as to be easily broken, useless, uninteresting, quickly lost, etc. Of course, some people really splurge on great things but I'm on a limited budget so my signature birthday party idea is to buy a single somewhat nicer toy for each child that doubles as the balloon weight. For a dinosaur party I found good-sized bubble liquid and dino wand in a dinosaur-shaped bottle and tied one of those to each balloon. For a unicorn party it was small, beanie-type unicorns. For a teddy bear party it was teddies of course. It was a November party and the best deal on the cutest bears happened to have little santa hats on each - I just cut off the hat (I need to think of a Christmas craft to use up all those little hats). For a bus party I bought die-cast pull-back buses. They had working doors and the kids loved them. The kangaroo party was the hardest to find but a kangaroo farm in the region had some cedar kangaroos with ribbons to hang in your closet, put in a drawer, use as an ornament or just play with. You can cluster all the weighted balloons together for decoration or spread them around. Happy parties!
