For my son's 1st birthday party, we had a rubber ducky party.  I baked a 3-D rubber ducky cake, off birthday express, we had "ducky punch" blue punch made with blue Kool-Aid, sprite and pineapple juice, with rubber ducks floating on top, blue Jell-O w/rubber duckies on top, along w/other snacks.  Blue table cloth w/yellow and orange cups, plates, forks, balloons, and streamer.  There were 15 kids from the age of 6 months to 6 years. We had a duck pond where kids picked a number and won a duck goodie bag filled w/a duck necklace, bubbles and other fun duckie stuff. We also had a duck ring toss game. We made invitations w/duckie stickers and crayons.  I bought rubber ducky sets for the babies gift bags.  It was a lot of fun for everyone.
